Research & Communication

21CSF collects and disseminates data and information, sponsors research and communicates messages of ideas and aspiration for urban communities. Examples of our efforts in this area include the following:

  • Issue a bi-monthly email newsletter to nearly 5000 individuals interested in DCPS and National PK-12 School Facilities topics.
  • Produced a brochure on the Oyster Public Private Partnership and distributed 7,000 hard copies of it. 
  • Tried to identify all of the federal programs that can be used for PK-12 school facilities modernization and construction. Also analyzed federal spending for PK-12 school facilities through dedicated and allowable federal grants and dedicated and allowable federal tax credits and loans.  (2010)
  • Maintain a comprehensive database on District of Columbia public school buildings. (1999  to 2010)
  • Examined each U.S. State's capital outlay from 2005-2008 for elementary and secondary public education facility construction and modernization. 21CSF also surveyed and conducted telephone interviews with every U.S. State on the role that the state plays in school facility capital project planning and management.  (2010)
  • Researched and developed a summary of studies published since 2000 on the Impact of School Facilities on Students and Teachers. (2009)
  • Conducted enrollment projections for all District of Columbia public schools. Also developed a web portal of enrollment information and projections for D.C. Public Schools.  (2009 to 2010)
  • Completed an 18 month study, "Quality Schools and Healthy Neighborhoods", which examined the supply and demand of quality public schools in the District of Columbia and the relationship between public schools and neighborhood attributes.  (2007 to 2009)
  • 21CSF conducted a comprehensive analysis of who has benefited from school construction spending across the nation. "Growth and Disparity" looks at how much was spent, what was accomplished, and which students and communities saw benefits.  The analysis looks at the decade from 1995 to 2004. (2006)
  • Surveyed District of Columbia Public School principals on facilities and educational adequacy and facility management.
  • Surveyed District of Columbia Public School teachers on teaching and school facilities. (2002)
  • Under various contracts, conducted best practice reviews of school construction and facilities management in the District of Columbia, Miami-Dade County Public Schools, Sarasota County Public Schools, Volusia County Public Schools, Montgomery County Public Schools, Fairfax County Public Schools, Chicago Public Schools, New York City Public Schools, and Fulton County Public Schools.  (2001 to 2006)
  • Served as principal author in revising standard data definitions for school facilities information, including the establishment of a 21CSF led task force that helped draft a National Center for Education Statistics (NCES) guide entitled, Facilities Information Management: A Guide for State and Local School Districts. Recently updated this guide for NCES.  (2001 to 2003) & (2009 to 2010)
  • Wrote and published: "for generations to come" a leadership guide for renewing public school buildings. (2002)
