Technical Assistance & Collaboration

21CSF provides technical assistance across the nation on education facilities planning, capital funding, community engagement, co-location, joint-use and public-private development partnerships. 21CSF provides technical assistance, primarily to support District of Columbia systemic improvement and nationally, 21CSF provides technical assistance to local and state governmental, University, and non-profit entities engaged in pioneering policy, practice and research.  Examples of our technical assistance include:

  • 21CSF and its Building Educational Success Together (BEST) collaborative partners have developed a joint research, constituency building and communications agenda to improve urban school facilities. (2001-current)
  • Center for Cities and Schools, UC Berkeley, supporting their work to advise the California Department of Education on re-thinking the state facility capital improvement program. (2011)
  • The 21st Century School Fund analyzed a co-location proposal of the NYC Public Schools on classroom utilization and capacity between Coney Island Prep Charter School and three public schools located at I.S. 303 in Brooklyn, New York at the request of the Advocates for Justice, a public interest law firm in New York City.  (2011)
  • The 21st Century School Fund advised the Chicago Educational Facility Planning Task Force of the Illinois Legislature on building greater transparency, equity and cost-effective strategies for the Chicago Public Schools. (2010 to 2011)
  • The 21st Century School Fund conducted an analysis of the utilization of PS-15 elementary school building in the Red Hook neighborhood in Brooklyn, NY at the request of Campaign for Fiscal Equity.  (2010)
  • Provided technical assistance on school yard planning and design for Bancroft ES in the District of Columbia. (2004-2010)
  • Provided technical assistance to the District of Columbia Auditor's Office on the audit of the Office of Public Education Facility Modernization. (2010)
  • 21CSF worked with the Bruce Monroe Elementary School teachers in developing "Planning Specifications: Educational and Community Program Description and Space Needs, Bruce Monroe Elementary School", which was submitted for review to the school and community of Bruce-Monroe at Park View Elementary School and the District of Columbia Public Schools. (2009-2011)
  • Provided technical support, training and strategic planning to the Center for Innovative school and Community Facilities in Portland Oregon in their work to secure high quality facility information systems for the state of Oregon and Oregon school districts.
  • Advise the city administration, city council, Office of Public Education Facility Modernization, and District of Columbia Public Schools about the best structure for citywide school facility planning in Washington, D.C. (1994 to current)
  • Advised master developer of City of Medicine in Durham, NC on incorporating a small public high school as part of the development of the Veteran's Administration public private partnership.
