The Our Kids, Idaho’s Future Task Force was convened in 2019 by the Governor and the Idaho State Board of Education to develop recommendations for strengthening Idaho’s K–12 public education system. The task force consisted of twenty-six members, including educators, legislators, school administrators, business and community leaders, and representatives from state agencies. The subcommittee met four times between June and September 2019 to review the condition and safety of Idaho’s K–12 school facilities. Testimony was received from state and local officials, safety experts, and district representatives on issues including deferred maintenance, funding inequities between districts, school safety planning, and emergency response coordination. Presentations were delivered by the Office of School Safety and Security, the Idaho Office of Emergency Management, and the State Department of Education. Discussion topics included the statewide status of facility maintenance, the bond levy equalization program, school broadband access, and the development of consistent safety and communication protocols across districts.
The subcommittee’s final report, transmitted to the full task force on November 4, 2019, recommended establishing minimum statewide school safety and security protocols and expanding training and professional development to address student behavioral and mental health needs. The working group, composed of legislators from both chambers, met to examine statewide facility conditions, district infrastructure needs, and potential state-level interventions such as revolving loan funds, bond support, or targeted grants.
Throughout its meetings, the committee heard presentations from district superintendents, the Division of Financial Management, the Office of Performance Evaluations, and other state and local representatives. The committee discussed possible approaches to assist districts with major facility repairs or replacements and to reform capital funding mechanisms.
The committee planned to deliver policy recommendations to the Legislature by the end of 2022 outlining potential pathways for addressing the backlog and developing a sustainable model for school facility investment. Its work informed legislative discussions during the 2023 session regarding facility funding reforms but did not result in the establishment of a permanent standing committee.
